Noonan lettered four years in foot-ball and track but he made his mark in athletics as a sports official. He began track, basketball and football officiating in 1937. For 37 straight years, he was the head starter and only starter for the District 2, PIAA Track Championship. For 18 consecutive years, he officiated the boys’ and girls’ PIAA State Championships. Considered as one of the top 20 starters in the country, Noonan recently completed his 51st year of officiating track. His track officiating wasn’t limited to high school. He did the University of Pennsylvania State Championships for 18 years and was picked to officiate at the 1976 Summer Olympics in Montreal. Noonan has also officiated in the Junior Olympics, U.S. Masters Championships, U.S. Cross Country Championships, the U.S. Special Olympics and the East Coast Cross Country Championships.
