Frank averaged 24 points per game in his high school basketball career and chose the University of Pennsylvania to pursue his scholarship. While at the University, he set five scoring records and received all Ivy League honors in 1942-1944 and 1947. He was selected to the Associate Press all american team in 1944. Frank was number one draft choice of the Philadelphia Warriors, where he played from 1947 to 1951. Also, Frank played basketball with the Wilkes-Barre Barons.
